its not haarp. haarp would create massive amounts of heat that would cause the cloud to dissipate and the shape wouldnt be able to retain itself. the condinsation nuclei would evaporate as well as any water molecules in the cloud causing blue skies in the circle and around its edges. its most likely a ship. well find out soon enough…hopefully!
