My dad was a lineman and he talks about these oil breakers in substations that have a tendency to to this when you open them with a load. Sometimes the arc can get up to a hundred feet in the air. Examples of this indicate that someone isn’t doing their job right.

This isnt HAARP, HAARP distributes radio activity not electricity, if anything, if you were to see HAARP create light at all, it’d be in the sky, not on the ground…..
